First, what is a frame and what determines the frame rate? Refresh rate is measured in frequency Hz which is the number of times per second your monitor can redraw the screen. A refresh rate of 85Hz means that your display can redraw the entire screen 85 times in one second.

Remember that FPS is how many frames your gaming computer is producing or drawing, while the refresh rate is how many times the monitor is refreshing the image on the screen. Frame rate is typically used as a gaming benchmark for measuring the performance of hardware, drivers, games and APIs like Vulkan and DirectX. A higher frame rate is better. If the frame rate your computer is producing is different either higher or lower that the refresh rate of your monitor, you may experience a glitch known as screen tearing, where information from two or more frames is shown in a single screen draw.
It is important to note that screen tearing does no damage to a display or graphics card. To prevent screen tearing, you can enable a feature called Vertical Synchronization, or VSync. This tells your GPU to synchronize its actions with the display, which forces it to render and send a new frame when the monitor is ready to redraw the screen.
This does limit your framerate exactly to the refresh rate. With this technology, a special chip in the display communicates with the graphics card. This means that the frames are displayed as soon as they are rendered by the GPU, eliminating screen tearing and reducing stutter for when the frame rate is both higher and lower than the refresh rate of the display.

Any longer and they would collapse with exhaustion. I put you on a treadmill and I increase the speed or the incline every minute until you fall off the back of the treadmill exhausted. We do not stop the test until you are physically exhausted. I record your heart rate every minute as you push yourself harder than you ever felt possible. When every cell in your body wants to stop you push through for a minute or two longer -- faster, steeper all the while.
Your heart rate plateaus -- even though I continue to increase the workload for another minute or two. Finally, your muscles succumb to the fatigue and you collapse with exhaustion. Note: Do not under any circumstances try this at home without prior physician clearance and even then it can be dangerous. The heart rate at which you plateau is your maximum heart rate. For example, a 60 Hz refresh rate means the display updates 60 times per second. A higher refresh rate results in a smoother picture. Changing your refresh rate was more important on older CRT monitors, where a low refresh rate would actually result in the display visibly flickering as it updated.
A higher refresh rate eliminated the visual flickering. However, a higher refresh rate results in a much smoother picture. To us, the difference is noticeable even when moving our mouse around on the screen.
The maximum refresh rate you can use depends on your monitor. In general, cheaper monitors support lower refresh rates than more expensive monitors. If you have multiple monitors connected to your PC, each has its own separate refresh rate setting. But you always want to use the highest refresh rate your monitor supports.

In general, modern PCs should automatically select the best, highest refresh rate for each monitor you connect. Your change will immediately take effect. Data broken down by North Dakota farming regions are no longer available. Custom rates include charges for the equipment, tractor or power unit used, fuel, repairs and operator labor.
Rates vary because of local supply and demand and costs of custom operators. Some of the low rates may represent charges by a farmer who did custom work to help out a neighbor but was not concerned about recovering full costs. Custom operators who perform these operations as a main source of income would be expected to set rates that cover average operating costs, depreciation, return on investment, labor and management.
These rates are published as a guide in establishing rates for custom work, comparing ownership or leasing costs with custom work and settling accounts when two or more people exchange work. Assistance in helping determine a fair custom rate may be obtained from county Extension agents or Extension Service specialists at North Dakota State University.
Custom rates should not be confused with the cost of owning and operating farm machinery. Presumably, custom rates are set with knowledge of the true cost of owning and operating machinery.
In practice, this is not always the case. Custom rates represent a market-derived price. They reflect the supply of and demand for the services rendered, which include the use of the machine, power, fuel, repairs and the operator.
Custom rates are to machinery services as market prices are to commodities. Custom rates may deviate from the cost of machinery ownership and operation, just as the market price for commodities deviates from the cost of producing the commodity.
